Bill to allow use of DNA technology to identity persons in LS
 
The DNA Technology (Use and Application) Regulation Bill, 2018, was introduced by Science and Technology Minister Harsh Vardhan in the Lower House, even as the Congress demanded that the bill be sent to the Standing Committee citing privacy concerns. (Read more here
 
While moving the bill for consideration and passage, Vardhan said the bill would ensure that laboratories for DNA profiling are accredited and regulated and DNA data bank is set up.
 
"The issue of privacy, confidentiality and data protection has been taken care of very meticulously," the Minister said, adding the DNA profile will be stored only after obtaining consent except that of convicts and relatives of missing persons.

I want to clarify that Citizenship Amendment Bill is not for Assam alone or for the betterment of migrants coming from a particular country. This Bill is also for migrants who have come from the Western borders & have settled down in Rajasthan, Punjab, Delhi and Rajasthan, said Rajnath Singh.

On DNA bill, Shashi Tharoor expresses privacy concerns, cites Aadhaar
 
Citing privacy concerns, Congress leader and Thiruvananthapuram MP Shashi Tharoor opposed the DNA Technology (Use and Application) Regulation Bill in Lok Sabha.
 
Raising objections against the bill, Tharoor said the bill is "premature" and without any strong foundation. "The government keeps building penthouse, upper floors, without laying the foundation," he said.  Citing Aadhaar and the Supreme Court's privacy judgment, Tharoor said the bill doesn't contain the provision of "effective consent", alleging that the government wants to create DNA profiling which is susceptible to misuse.

FM Jaitley: SC apparently has strengthened the immunity given to CBI director in larger interest of fair & impartial investigation. Therefore, in accordance with direction of SC, orders will be complied with and the govt will act in the same manner.
