Parliament session to be cut short

The Parliament session, scheduled till August 14, will be shortened because the government has no major legislative business apart from the budget and financial Bills, which are likely to be passed by next week.

About 20 Bills are pending in the Rajya Sabha but Prime Minister Narendra Modi's government wants to re-examine legislation introduced by the previous United Progressive Alliance.

"From the beginning, we had stated this (session) was subject to government business The government in its notice had stated 'Subject to exigencies of business the session is scheduled to conclude on August 14.' There will be no major business once the Delhi budget is also cleared by both houses," said a government official who did not wish to be named.
 

PENDING BILLS IN RAJYA SABHA
  • Insurance Laws (Amendment) Bill,
  • The Real Estate (Regulation and Development) BilI, 2013
  • The Judicial Appointments Commission bill 2013
  • The Drugs and Cosmetics (Amendment) Bill, 2013
  • The Constitution (119th Amendment) Bill, 2013

Several Bills have lapsed in the Lok Sabha, and those pending in the Upper House include the Insurance Laws (Amendment) Bill, the Real Estate (Regulation and Development) BilI and the Judicial Appointments Commission Bill.

Insiders said the government wanted a fresh look at all of these. Two months are not enough to go through lapsed bills in the Lok Sabha that can be revived.

Till date, Parliament has cleared two Bills replacing ordinances, the Telecom Regulatory Authority of India (Amendment) Bill, 2014, and the Andhra Pradesh Reorganisation (Amendment) Bill, 2014. The National Institute of Design Bill, 2013, bestowing it a tag of an institute of national importance, has also been passed.

Government insiders reckon with the Id holiday likely to be announced on Monday or Tuesday, Parliament's legislative business, including the demand for grants for ministries, will be cleared by the first week of August, after which the Budget session will be concluded.
