Senior CPI leader A B Bardhan today said that no meaningful normalcy can be achieved in the riot-hit districts of western Uttar Pradesh till the victims are fully rehabilitated and return to their original homes.
"There can be no meaningful normalcy in the riot-affected districts of western Uttar Pradesh until all riot victims, presently staying in make shift camps, are fully rehabilitated and return to their original homes," Bardhan said.
The CPI leader was delivering the inaugural address at a two-day national conference here organised by All India Tanzeem-i-Insaf, a leading Muslim social organisation, to charter a course to ensure that the policies for the minorities are implemented by different state governments.

Bardhan also asked the Uttar Pradesh Government to ensure that the affected people are provided adequate security and they feel safe to return home.
"It is the prime responsibility of the Samajwadi government of Uttar Pradesh to ensure that all the displaced persons are provided full security for returning to their homes and leading their normal lives.
"If the SP Government is unable to do so, it will be failing in its constitutional obligation to the people of the country," Bardhan said.
Speaking on the occasion, national convener of the conference, A A Khan, urged that that all forces committed to communal harmony should join hands for national progress.
He also said that the leaders of Muslim community should share the responsibility and create awareness about welfare schemes for minorities.
Attacking the Narendra Modi-led government in Gujarat, Khan said, "the present Gujarat Government has made a mockery of welfare schemes for minorities by refusing to implement these schemes on the flimsy ground that it does not believe in differentiation between communities while implementing public welfare schemes."
"It was only on the intervention of the Supreme Court that Gujarat was reluctantly forced to fulfil its constitutional obligations to the minorities of the state," he added.
