Mumbai, February 05, 2008: As part of its commitment towards successful roll-out of the National E-governance Plan, the Government of Haryana today inaugurated its State Wide Area Network (SWAN) at a high profile ceremony in Chandigarh today. The inauguration was done by the Honorable Chief Minister Shri Bhupinder Singh Hooda. |
The Haryana State Wide Area Network (HSWAN) connects all 20 Districts and 127 Blocks / Sub-Divisions / Tehsils / Sub-Tehsils powering various government and citizen service applications which will be delivered over a common network backbone. The network supports data, voice and video, and enables the State to implement various e-Governance initiatives. Tulip has enabled the Government to provide an integrated backbone for common citizen-centric and business-centric services, online monitoring of performance of various promotional schemes, integration of data bases of various Govt. departments, unified communication, etc. With this project, the State of Haryana aims to strengthen its position under the National e-Governance Plan of Government of India. One of the most innovative aspects of the project is a round the clock Helpdesk Services for operations and maintenance. The scope of the project also includes expansion of the existing State infrastructure beyond districts to connect State headquarters and District headquarters and all Block headquarters to respective District headquarters through innovative use of technologies including wireless. |
TULIP IT Services Ltd., one of India's largest Data Telecom Service Provider and a pioneer in the e-Governance Services, was awarded the HSWAN contract to implement the 65 crores project on a BOOT (Build, Own, Operate and Transfer) model. Tulip will operate the entire network for a period of five years and has done the deployment in time. The overall management of the project will be done by Tulip in conjunction and partnership with the state implementation organization - Haryana State Electronics Development Corporation Ltd (HARTRON). |

According to the senior officials of HARTRON, "The establishment of the HSWAN shall boost speedy implementation of various e-Governance projects initiated by Haryana Government and shall facilitate Common Citizen Services under single window system, sharing of citizen databases, distribution of educational content, integrating databases of Government Departments / Boards / Corporations and other agencies, strengthen the monitoring of performance of promotional schemes etc." |
