Oracle preferred partner for India's e-Gov projects

Indian Governments have been able to modernize their IT infrastructure, improve efficiency, transparency, service delivery and self efficiency of citizens with Oracle solutions

Continuing its success of supporting governments across the world, Oracle India sees rapid momentum in the government sector, with more and more governments and government agencies investing in Oracle technology and solutions.

With Oracle iGovernment, Oracle has emerged as a key partner for various e-governance initiatives in India. More than 20 states already use Oracle to offer citizen services.

In the last one year, Oracle has been awarded multiple contracts from various government departments and agencies to modernize their IT infrastructure, increase efficiency and transparency and transform service delivery. These include tax, treasury, defense, utilities/ smart cities, municipalities, road transport and railways, police among others.

 

Andhra Pradesh Industrial Infrastructure Corporation (APIIC), Commercial Tax Dept (Govt. of Rajasthan), Chennai Metro Water, Center for eGovernance (Govt. of Karnataka), Delhi State Spatial Infrastructure (DSSDI), Assam PWD, West Bengal Central School Service Commission, RajComp Information Services Ltd., Mishra Dhatu Nigam Ltd (MIDHANI), Haryana Treasury, Kalyan Dombivili Municipal Corporation, Indian Railways, Dept. of IT & Communication (Govt. of Rajasthan), Indian Institute of Management (Lucknow), Assam University have all selected Oracle iGovernment to better serve citizens and businesses in India.

Oracle iGovernment offers technology and tools to move beyond e-governance – to develop flexible systems that integrate multiple functions and departments. It provides the foundation to continue the evolution of government computing by increasing integration across agencies, automating more complex and varied functions, and making systems more accessible to a greater number of users.

Modernize the IT infrastructure:

  • By supporting services that connect multiple constituents – inside and outside the government.
  • By building shared services using common functions like identity management, user access, case management, content management, and commercial-of-the-shelf applications like financials-supply chain-human capital management – which have been developed as reusable, modular business services using SOA.
  • By ensuring security and controlled access to sensitive data, while reducing suspicious activity and deterring fraudulent conduct.

Increase efficiency and transparency:

  • By helping governments deliver back-office functions (eg. ERP, HCM, procurement etc.) as common services to reduce cost to support IT systems, standardize business processes and strengthen controls.
  • By offering SOA and BPM governance processes that facilitates easy access to existing IT assets, policies and budgets.
  • By providing ERP solutions to improve results with performance based planning and budgeting modules, meeting requirements with pre-built and revenue capabilities, and improving financial management and performance.

Transform government service delivery:

  • By easily allowing governments to link their citizen relationship management and case management applications with back office functions and other services like workflow, content management, geospatial data – to support multiple government functions from social services to public safety to defense.
  • By boosting service delivery through portals, content management, GIS and spatial, mobile, automated workflow and business rules.
  • By helping agencies manage their records accurately. Many agencies have partial information on an individual and often there exist multiple records in several systems. Oracle’s Master Data Management can identify where the most accurate data resides.
  • By offering self-service and e-billing solutions which let government agencies deliver sophisticated applications that eliminate expensive, time-consuming phone and in-person interactions. They help organize information like tax statements, document access, application for government benefits, electronic benefit payments, healthcare services, claim status etc.

Oracle also offers its solutions as a software-as-a-service (Saas) through Oracle On Demand. Oracle on Demand customers have reduced their TCO by 30 to 80 percent, but for most governments this would not be the only decision criteria to invest in Saas as security concerns and interoperability with legacy systems from other government departments would also be taken into consideration. Oracle’s data center in Austin has separate zones devoted to government customers and is capable of meeting a range of federal legislative and executive mandates, and directives that relate to the hosting access, management, operations, maintenance, control, protection, and integral of government information. In some cases, requirements of geographical location of government data or citizenship for Oracle data center IT support personnel have been critical factors.
