'Disabilities Act not being implemented properly in Rajasthan'

Chief Commissioner P K Pincha, who was in the city to review the Act's implementation, said the approach of those responsible for implementing the Act was disappointing and apprised chief secretary of his concern.

"There is no full time Commissioner for Persons with Disabilities in Rajasthan. Additional Chief Secretary (Social Justice) holds additional charge of the Commissioner which is injustice with the functioning of the Commissioner," Pincha told reporters.

"Implementing and monitoring agency is in one hand and I do not think it is justified. I asked the chief secretary to appoint a full time commissioner as soon as possible," he said.

 

Besides, as per the Act, there should be a state level coordination committee which has to meet twice in a year but the first meeting of this committee was held after ten years, he said.

He expressed concern about lack of Principal in four government schools for blind persons.

Pincha, who is visually disabled, also raised objection to a circular of the state government with regard to employment of disabled people.

"I have apprised my concern to the chief secretary of the state. I hope that the government will take a call on the issue and address it," he said.

Pincha said there were certain positive things in the state like a separate directorate and policy for persons with disabilities.

He said Goa, Tamil Nadu and Karnataka were doing comparatively good for the implementation of the Act and for the welfare of persons with disabilities.
