The suggestion came from the division bench of Chief Justice Mohit Shah and Justice N M Jamdar while hearing a PIL filed by Animals and Birds Charitable Trust seeking ban on Victoria horse carriage rides in south Mumbai. The PIL argues that such rides amount to cruelty to animals.

Government lawyer Benny Chatterjee today told the court that fitness certificates are renewed once a year.

"You can consider renewing them once every three months," judges said.

The court also directed Brihanmumbai Municipal Corporation to start, by month-end, the process of deciding whether to issue licenses to individual stables.

Earlier, the court had said if BMC had issued license to one stable, then it must consider applications of others too.

The court had been informed that BMC, despite claiming that it had a policy of not granting license to run horse stable within city due to hygiene concerns, had allowed Royal Western India Turf Club to have a stable in central Mumbai.

The next hearing would take place on November 1.
