"India has too many holidays in the government machinery and this calls for reform to improve work culture," Mooshahary said.
"Holidays are not the only way in which celebrations can be made," he said, adding that some were unhappy if these unaccounted holidays were not given.
"We have to change this habit for a better society," he said addressing the 62nd foundation day of the Bharat Scout & Guides at a function at Raj Bhavan.
Expressing concern that the work-ethics in the country was very poor causing development to stagnate, Mooshahary called people for a disciplined, industrious and honest life.
Stating that if every citizen was educated, there would be higher standards of hygiene and education, he said "The scouts and guides movement is trying to educate people on the need to address these issues."
Chief Secretary W M S Pariat who is also the president of the Meghalaya Bharat Scout & Guides spoke on the recent decision by the government to give special marks for the members of the Scout & Guides joining the police force.

"This is a recognition given by the government for the performance of the scout & guides having the qualities such as discipline and sense of duty which is needed in the police force," Pariat said.
Altogether, 60 enthusiastic young achievers, including 45 scouts and 15 guides from different schools were awarded the Rajya Puraskar Award for excellent performance during the year.
Two teachers, P Tariang and S Diengdoh, were also recipients of the award beside three scout masters for meritorious services.
