Acting on a tip-off, police raided Kardhow-Bani area in Kathua district and seized 1000 litres of diesel contained in five drums, officials said.
The driver of a tipper was caught red-handed while purchasing the diesel from a GREF engineer, they said adding both of them had been arrested.
The diesel was meant for the GREF department, the officials said.
