Releasing the approach paper at a press conference, Kumar said the 13 per cent growth rate planned to be acheived was more than the national average and hoped that Bihar would acheive it during the 2012-2017 plan period along the lines of the 11th plan.
As per the approach paper the growth rate for the agriculture sector was fixed at 7 per cent for which necessary arrangements are being made.
The state government, he said, has placed a proposal for the 12th plan to the Centre seeking Rs 2.72 lakh crore so that the per capita income in Bihar touched the national per capita average.
Kumar said efforts would be made for inclusive growth and uplift of underprivileged people of the society, woman, backwards, SCs and STs, including Mahadalits.
Bihar was progressing on the path of development and if the Centre promoted investments and accorded special state category to Bihar, its target in being among the most developed state would be met, he added.
