The case was registered against the five, including local BJP leader Dhanraj Gujjar, by a government engineer on June 7, they said.
The accused manhandled an electricity department official while the team was checking fake connections and electricity theft in the area, they said, adding two of the accused have been arrested.
"Thirteen people climbed five mobile towers demanding withdrawal of the case. Efforts are being made to pacify them by senior officers at the spot," the police said.
