An FIR has been lodged against both of them and the boring machine seized.
One Kamal Singh was getting a borewell dug in his field near village Dohla without obtaining the prior permission from the Deputy Commissioner.
Another person Anil Kumar, who is a resident of village Garhi Wazidpur, was operating the boring machine and was doing drilling.
The directions on strict check on digging of borewell was issued by Deputy Commissioner P C Meena on Monday in the backdrop of the death of a 4-year-old girl who fell into a borewell here last week.
Meena has also made it mandatory for boring machine owners to get themselves registered with the Hydrologist, Ground Water Cell, upto July 10.
