Ravindra and Harisaran were arrested while four others of their gang managed to flee away when a police team surrounded them near a bus station, the sources said.
Six double barrel guns and 25 cartridges were recovered from their possession, they said.
The accused would get the fake licences prepared by paying Rs 30,000 and purchase arms and sell them later.
The police is probing their links with various outfits.
