Sudden wind storm uprooted a Deodar tree which fell on a makeshift shop where six persons were seated, they said.
The two deceased have been identified as Atam Prakash and Ashish.
The injured have been admitted to Lady Wellington Hospital, police said.
District authorities have announced an immediate relief of Rs 7,000 to the next of kin of the deceased and Rs 3,000 to injured persons.
