The Bihar government has issued notices to 3.20 lakh beneficiaries for non-construction of houses under the Indira Awas Yojana (IAY) in spite of availing funds for the purpose, while 93 others have been booked for similar offences, a minister said.
Replying to a question by the BJP MLC Vaidnath Prasad, Rural Development Minister Nitish Mishra said while notices (preliminary caution) have been issued to 2.53 lakh offenders for non constructing houses despite availing funds under the IAY, while 67,000 others have been issued red notices (final caution).
As many as 11,038 beneficiaries have been pulled up by registration of certificate case by the district magistrate for recovering of funds under the IAY for non-construction of houses, while FIRs have been lodged against 93 others for related offences, Mishra said.
All these cases of non-utilisation of the IAY funds took place in the financial years 2011-12 and 2012-13 against release of first instalments under the IAY to 16.39 lakh beneficiaries, while the second instalment of funds have been released to 5.18 lakh beneficiaries in 31 districts till December 31, 2012, the minister said.
