The vehicle was going from Bironkhal to Udela area when the accident happened, police said.
The injured were admitted to nearby hospitals where the condition of some of them was stated to be serious.
Governor Aziz Qureshi and Chief Minister Vijay Bahuguna expressed grief over the accident.
