All the three Services have agreed to have an exclusive Chairman Chiefs of Staffs Committee who would be in-charge of looking after the tri-services issues and a final decision on the issue would be taken by the Government, Navy Chief Admiral DK Joshi said today.
Addressing the Navy Day press conference, he said this was a "stop gap" arrangement for the armed forces and the appointment of a Chief of Defence Staff (CDS) was the "final resolution".
"In the current context, the three Services have concurred on the proposal specifically as per the Naresh Chandra Committee report. This will go for final approval of the Government. In the long run, we want the CDS," the Navy Chief said.
The CDS is a five star officer proposed by the GoM formed after the Kargil war to suggest changes in the higher defence management structure of the country.
Asked if the three Services have also decided on which Service will get to become the COSC first, Joshi said "none" of these issues have been discussed and they would be decided by the Government.
"There is no discussion on the issue. The only concurrence has been to have a permanent COSC instead of having a rotational mechanism," he said.
As per the Naresh Chandra committee report, the permanent COSC is supposed to a four star officer who would be dealing with the joint issues of the three services and on full-time basis, carry out the role of the present COSC.
