The Vigilance Organisation Jammu (VOJ) today claimed to have booked four persons, including three city municipal officers, in connection with the illegal construction of a commercial complex in a residential area here.
The matter came to light during a verification by the VOJ into allegations that a huge commercial building is being constructed at Bakshi Nagar in utter violations of the Master Plan and the Municipal Laws, a VOJ officer said.
He claimed that the permission for a residential building was issued in favour of one Manju Gupta of Trikuta Nagar here.

The VOJ has registered a case against the Chief Enforcement Officer Rajesh Gupta, Assistant Enforcement Officer Madan Lal and Enforcement Inspector Kuldeep Kumar of the Jammu Municipal Corporation and the alleged beneficiary, Manju Gupta, he said.
The verification revealed that the alleged beneficiary in "active league" with the accused municipal officials had in utter violation of the approved plan raised the construction as ground, first and secondfloor, the officer said.
It was found that to allegedly cover up the violations and provide sufficient time to the beneficiary to construct the complex, a mere formality of issuing notice of Municipal Act had been undertaken, he said.
Thus, the intentional inaction by the accused public servants in "league" with Gupta paved the way for her to construct the complex in blatant disregard and violation of building permission, rules and law, the officer said.
