400 hospitals deempanelled from health scheme after complaints

More than 400 hospitals were de-empanelled from Rashtriya Swasthya Bima Yojna (RSBY), a cashless health insurance cover scheme of the Centre, based on investigation of complaints of malpractices, the government today said.

A maximum of 156 hospitals were de-empanelled from Uttar Pradesh, Minister of State for Labour and Employment Vishnu Deo Sai told the Rajya Sabha in a written reply.

In April 2014, the three tier Grivance Redressal Mechanism has been reconstituted to make it more effective, he said.

Taking note of reports of malpractices and irregularities regarding hysterectomy operations performed by private hospitals in certain states under RSBY, a high-level team was constituted by his minister to investigate the matter in 2012.
 

As a preventive measure for RSBY cases, Ministry of Labour and Employment issued an advisory to all states and UTs that for all hysterectomy operations under RSBY to be performed by the hospitals on women less than 40 years of age, prior approval (authorisation letter) of the insurance company has to be taken.

"Based on investigations of the complaints received regarding malpractices or irregularities, 407 hospitals have been de-empanelled from RSBY," Sai said.
