The Aam Aadmi Party government today told Delhi High Court that the process to place the report of the fourth finance commission of Delhi before the state legislative assembly has already been initiated.
The submission was made before Justice Rajiv Sahai Endlaw by the city government which told the court that the report along with a memorandum of action taken on the commission's recommendations was placed before the Lt Governor, who ordered it to be laid before the legislative assembly of Government of National Capital Territory of Delhi (GNCTD).
"It is submitted that report along with the explanatory memo as to action taken thereon, was submitted to the Lt Governor who has ordered that the recommendation made by the 4th Delhi Finance Commission and the explanatory memo as to the action taken thereon, as approved by council of ministers, be laid before the legislative assembly of GNCTD in terms of the Delhi Municipal Corporation Act 1957.
"It is further submitted that process for placing the report before legislative assembly during the current session has already been initiated," Delhi government has said in an affidavit.
The affidavit has been filed by the Delhi government in response to the court's query on whether the commission's recommendations to improve the financial health of civic bodies would be tabled in the next assembly session.
The government has said that since the report was being placed before the assembly, BJP leader Vijender Gupta's plea for implementation of the commission's recommendations be dismissed.
In his plea, the BJP leader had alleged that "lack of funds has impeded and continues to impede the smooth functioning of the municipal bodies, namely North Delhi Municipal Corporation (NDMC) and East Delhi Municipal Corporation (EDMC) badly affecting civic life of nearly 80 per cent of Delhi's population.
