Himachal Pradesh Chief Secretary BK Agarwal said Friday there were approximately 3,000 road accidents each year in the state and 80 per cent of them were caused by human errors.
Chairing a high-level road safety meeting, the chief secretary said, "Eighty per cent accidents in the state take place due to mistakes made by humans, while 15 per cent occur due to bad condition of roads and adverse weather conditions. Five per cent of them are caused due to technical issues."
He asked the Public Works Department (PWD), the Police and Road Transport Department to work jointly to reduce the number of accidents.
Stating that 505 black spots have been identified in the hill state, he asked respective district superintendent of police and PWD officials to jointly visit these sites to ensure improvement of the on-ground situation.
He instructed the police and district administration to mark dangerous sites.
Among the mishaps, most of them were two-wheeler accidents. Number of car and bus accidents have increased in their share in the total number of mishaps in 2018 compared to 2017 from 30 to 36 per cent and eight to 11 per cent respectively, the CS added.
Agarwal directed road transport department to conduct comparative study of the causes of bus accidents. The chief secretary said the quality of the 270 driving schools in HP should improve.
Stating that the police department has sent 1,643 cases of cancellation of license to Registration and License Authority (RLA), the chief secretary directed RLA to take necessary action on these cases within 15 days.
Agarwal asked the concerned departments to keep a strict check on the licenses of private bus drivers and to conduct their workshops from time to time. He said the road safety meeting will be held every month.
