Delivering the verdict, judge Ganpati Tiwari acquitted 16 others in the case for lack of evidence.
The court sentenced 29 persons to jail terms ranging between one and three years. The quantum of sentence on the rest convicts will be pronounced on May 7.
Treasury officials and fodder suppliers were among the convicted.
