Following a complaint by the National Commission for Protection of Child Rights, Jaswanti, operator of an NGO Bharat Vikas Parishad that runs child and women protection houses at Sri Nagar locality in the city, was arrested while her son-in-law Jai Bhagwan was absconding, police said.
Jai Bhagwan and Jaswanti were charged under various sections of IPC including rape and under the provisions of the Child Protection Act, they said.
"Jaswanti, the NGO chief, was arrested from the house after an interrogation during night about the allegations while raids are being conducted about possible hideouts of another accused Jai Bhagwan, who was absconding after the incident," said Rohtak's Superintendent of Police, Vivek Sharma.
The NCPCR team had conducted a raid at the houses last night following information that gross violation of Child and Women Welfare Act was being committed by the NGO staff.
"During the raid, we have inspected the record and working of the NGO. Children and women lodged here have charged the NGO officials with misconduct, criminal intimidation and sexual harassment," said Vinod Takko, a member of the team.
Three girls who had run away from one of its protection houses and complained about the alleged irregularities to the NCPR.

The motive behind the raid was to find out the reality behind the serious allegations levelled against the NGO officials. The matter is being still investigated, Takko said.
The NGO also run consultation centres for family and matrimonial disputes and provides shelter to runaway couples.
