Concerned over delay in processing pleas related to sanction for prosecution, the Centre has asked CBI to submit proper proposals including comments from concerned administrative authorities, for seeking its nod to act against senior officials accused of corruption.
The move comes after the government noticed that the comments of administrative authorities are not being submitted by CBI and it was being forced to write to them thus causing delay in processing such requests.
The Department of Personnel and Training (DoPT), which will switch over to single window system from Friday for accepting the proposals of sanction for prosecution, said it will go ahead with the processing of the plea if the concerned administrative authority fails to give its comments to CBI within three weeks.
"Comments of the administrative authority or state government are now to be submitted along with the proposal to be submitted by the CBI after obtaining the same from the concerned administrative authority," the DoPT said in an order issued to all chief secretaries of the state governments, CBI and central government ministries.
In case no comments are received by CBI within three weeks of submission of the proposal to the concerned administrative authority, the proposals along with reasons of not enclosing the comments of the administrative authority are to be submitted to DoPT under single window system which will come into force from August 1, it said.
"In that case it will be presumed that administrative authority has no comments to offer and proposal will be processed accordingly," the DoPT said.
In order to avoid delay in processing of such proposals due to procedural infirmities, shortcomings or discrepancies in the proposals, the DoPT will switch over to single window system for accepting the proposals of sanction for prosecution.
