"We have respect for all institutions including Constitutional authorities. We do not want to make any comment. All institutions should work within their jurisdiction. They should not go beyond...," party spokesperson Rashid Alvi told reporters.

His remarks came close on the heels of the flopped sale of mobile phone spectrum this week.

The government, which had set a reserve price of Rs 14,000 crore for pan-India spectrum on the basis of CAG's assumption of Rs 1.76 lakh crore loss caused to the exchequer in the previous sale in 2008, managed a meagre Rs 9,407.64 crore in the auction.

The Congress spokesman said the development showed that the policy adopted by the government on the auction of the spectrum was "right" and had exposed BJP-led Opposition's attempts to mislead the people on the issue.

"The BJP is playing negative politics," he said.

Noting that telecom policy had ensured that some 90 crore people have got connectivity through mobile phones, he said that government works for the benefit of the people and "not for raising the profits of businessmen and corporates".

He steered clear of questions whether the Congress was of the view that there was no loss in the spectrum sale as alleged by the CAG.

"I will not comment. The matter is in court."
