Maharashtra government has decided to introduce the Automated Multimodal Biometric Identification System (AMBIS) as part of its plans to modernise the state police department and improve crime detection.
Under this system, a digital database of finger prints and photographs of criminals will be prepared, that will lead to a subsequent hike in conviction rate, Chief Minister Devendra Fadnavis said in a statement here today.
"Various measures are being taken by law enforcement agencies in state for modernisation of the department. Implementation of AMBIS is part of the same. This technology will be the best of its kind and Maharashtra will be the first state in the country to implement it," he said.
Asserting that evidence plays a crucial role in detection of every crime, the CM said that usually, finger prints of criminals and CCTV footage is used as scientific evidence.
"Finger Print Bureau has been assisting Law enforcement agencies since pre independance pursuing 'Fact-5' technique for the analysis. But upgradation and modernisation of the system was due," he said.
"A robust system for identification of criminals through database of finger prints in addition to details of face and retina was required. Database of criminals booked in various offences like robbery, murder, rape along with CCTV footage was also required for an accurate identification," Fadnavis said.
He said that the Home department and State Police will opt for AMBIS as a part of modern policing.
This will be further connected with Crime and Criminal Tracking Networks and Systems (CCTNS) across all police stations in the state. All the police stations, district headquarters and state headquarters will be linked through the system, he added.
The evidences gathered through this system can be produced before judiciary and will be valid too, he said.
The Chief Minister said that this will cost the state around Rs 54 crore and it will be implemented on a war-footing basis.
"Maharashtra Cyber cell has been assigned the task to handover the technology and implement the same for State Police department," he said.
