The minister visited five relief camps in Odlabari area housing about 500 people whose homes had been inundated following breaches in the embankment on Friday.
He held meetings with officials of the irrigation department and district authorities and was hopeful that the embankment would be strengthened within two days following a let up in the rains.
Heavy rains in north Bengal over the past week had led to a rise in water levels of the Ghish, Leesh, Teesta and Raidak rivers.
Yellow flags have been hoisted in the protected areas of the embankment and red flags in the unprotected areas, district officials said.
Around 160 families have been shifted to higher ground, Mal sub-divisional officer, Narayan Biswas said.
The water level of the rivers was falling because of relief from the downpour since last night, he said adding that the situation was returning to normalcy.
