Arunachal youth died of head, lung injuries: police tells HC

Arunachal Pradesh youth Nido Tania died of severe internal head and lung injuries, police today told the Delhi High Court which also asked the Centre to give draft guidelines to it by tomorrow to ensure safety of people of northeast residing in the capital.

"The post mortem report said that there were nine external injuries on the body of the deceased and he died of severe head and lung injuries," the counsel for Delhi Police told a bench headed by Chief Justice N V Ramana.

The Bench, also comprising Justice Rajiv Sahai Endlaw, asked the Ministry of Home Affairs to submit by tomorrow the draft guidelines which could be used in passing directions for ensuring safety and security of persons of northeast states living in the national capital.
 

"We cannot close our eyes and say that everything is fine. Mr Mehra (Additional Solicitor General Rajeeve Mehra who appeared for the MHA) prepare a draft guideline and give that to us tomorrow. Some fear must be there. Please ask the police to do something," it said referring to the recent increase in the hate crimes against the persons of that zone.

Chief Justice Ramana, who has recently been elevated to the Supreme Court, said, "I don't have time. Please give me a favour Mr Mehra and submit the draft guidelines. I am fixing it tomorrow for hearing."

The court also said the MHA should consider appointing persons of the region in Delhi Police and this step would help the victims to put forth their grievances in a better manner.

"Once you appoint them in Delhi Police, they will help the persons from the northeast. They speak good English. Already they are feeling neglected, alienated and exploited. It is very dangerous," it said.

During the hearing, the court perused the postmortem report of 19-year-old Tania, son of an Arunachal Pradesh MLA and asked the lawyers not to advance submissions relating to the ongoing probe into the murder case.

Tania had died on January 29 following a scuffle at Lajpat Nagar where a shopkeeper teased Nido over his hair and look.
