National Human Rights Commission (NHRC) today issued notice to Bihar police in connection of an alleged merciless thrashing of a mentally challenged man in Purnea by GRP personnel.
An NHRC statement said the Commission has sought a report in this connection from the Director General of Police, Bihar, giving him four weeks time to respond.
The notice was issued after the rights panel took suo motu cognisance of a media report which said that the GRP mercilessly thrashed a mentally challenged man in Purnea.

However, he slipped out of the hospital. Later, GRP personnel found him at a roadside temple, 400 meters away from the hospital. He was allegedly thrashed by them mercilessly and then was trussed and dragged back to the hospital.
The victim was allegedly so brutally beaten up that he could hardly walk, the statement said.
The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of a mentally challenged person.
