Arriving in shorts and vest to register his protest against delay in construction of Bettiah-Manuappa road, BJP MLA Binay Bihari was today denied entry in the Bihar Assembly for violating "shishtachar" of the House.
Not allowed entry, the BJP MLA from Lauria in West Champaran district sat on dharna in the lawns outside the assembly.
Bihari had come in the attire to protest against the state government for not constructing the 44.325 km road from Bettiah to Manuappa via Yogapatti Ratwal despite Chief Minister Nitish Kumar's announcement on it at a public meeting in 2013.

Later, the Speaker after taking details from officials informed the House that the member was not allowed to attend the proceedings in shorts and vest as it violated "shishtachar" (etiquette) of the House.
He quoted rule 29 (1) of Assembly which prohibits "ashisht acharan" (not following etiquettes) inside the House and said the present case fell in that category.
Senior BJP leader Sushil Kumar Modi, Leader of Opposition in Assembly Prem Kumar and a host of party legislators joined the agitating MLA.
Later, talking to reporters, Kumar attacked the chief minister and held him responsible for the MLA vowing to wear shorts and vest till the road was constructed.
Binay Bihari said he would continue with the attire in the winter months.
