"More and more subjects are being shifted to 'concurrent list' and the Centre is having a major say in allocation of funds. States are made accountable for implementation of all central schemes but they have no financial or other powers," he told reporters here.
He alleged that discrimination was clearly visible against non-UPA states by the Centre and claimed that Union ministers were diverting projects and funds to areas represented by them, leading to imbalance in growth and development.
