West Bengal is the first state in the country to issue smart cards for Rashtriya Swasthya Bima Yojana (RSBY) in the name of women who are family heads, state's junior health minister Chandrima Bhattacharya said.

We are the first and only state in India who has done this. Other states are being asked to follow our example in this," Chandrima said.
The minister of state for health was speaking at a patient safety congress organised by Apollo Gleneagles Hospitals here.
