Bihar Human Rights Commission (BHRC) today ordered the state government to pay Rs 1 lakh to a 15-year-old deaf and dumb rape victim of Jehanabad district for human rights violations that she and her family suffered at the hands of state authorities due to delay in registration of FIR and dilution of the case.
It also directed the Home Department and the police headquarters to examine the possibility of lodging a criminal case against the officers who deliberately suppressed evidence to benefit the accused in the case, and revert with a report to the Commission by March 10.
"The case has been reopened at our behest and the Station House Officer (SHO) of Women's Police Station Jehanabad is investigating it. We have asked to conclude the investigation within two months so that the Commission could pray to the Patna High Court to order speedy trial," said BHRC member Neelmani.

He also said that BHRC has asked the Commissioner of Patna Municipal Corporation (PMC) to inform about the action taken against the accused, Ramswarup Yadav, who was working as a supervisor in Mithapur (B) area of the state capital, but the report was yet to be received.
The BHRC member said Sarbi Yadav of Murfa Bigha village in Ghosi Police Station of Jehanabad district had complained that Ramswarup, a native of the same village, had raped his deaf and dumb daughter on May 25, 2013 but the police registered a case on June 2, 2013. He alleged inaction and dilution of the case by the police.
