BHRC takes cognizance of Patna stampede; seeks reports

Taking suo motu cognisance of the stampede in which 33 people were killed and many others injured on the Dusshera Day here, the Bihar Human Rights Commission today asked the state government to submit a report on the incident within 10 days.

Bihar Human Rights Commission (BHRC) member Neelmani said the commission issued a notice to the Chief Secretary asking him to cover administrative lapses and criminal liability, if any, and actions taken thereof in his report.

"We have also asked the Chief Secretary to cover post incident response by various governmental agencies, as well as mechanism in place or proposed to prevent recurrence of such incidents. The case has been listed before the bench of BHRC chairperson Bilal Nazki," Neelmani said.
 

The stampede had happened at the southern exit of the Gandhi Maidan after the Ravan Vadh ceremony on the occasion of Dushehra on October 3. Those killed and injured in the incident were mostly women. According to the official figures, there were 28 women among the 33 dead.

The state government has ordered a high-level probe headed by Home Secretary Amir Subhani and Additional Director General (Police Headquarters) Gupteshwar Pandey into the stampede. Almost the entire top brass of the district administration was transferred two days ago.

The two-member probe team has already started the enquiry into the stampede and held an open hearing session for the eyewitnesses of the stampede.

Neelmani said, "The nature of the incident is very serious and very important. It involves various aspects of human rights.
