The Bihar government today said the state ministers can travel abroad at the government's expense to present their research papers or to deliver lectures at international conferences.

A decision to this effect was taken at a cabinet meeting chaired by Chief Minister Nitish Kumar, which took altogether four decisions today.

"The cabinet gave its approval to bring about a change in the Ministers of Bihar (salary and allowances) Rules, 2006 which paves the way for allowing ministers to travel at the government's expenses to present his/her research papers or to address lectures at international conferences abroad," Cabinet Secretariat Department's protocol officer Upendra Nath Pandey told reporters here.

The ministers will get the same facilities on their abroad tours in the interest of the state, Pandey said, adding the ministers hitherto did not have the facility of going abroad on government expenditure for presenting their research papers or participating in a lecture in an international conference out of the country.

In another important decision, the cabinet gave its approval to create 110 posts to implement the Bihar Public Grievance Redressal system, Pandey said.

He said 55 posts would be of Deputy Secretary of Bihar Administrative Service, while 55 posts would be of shorthand typists for the purpose. It would be implemented from June 5.

The cabinet decided to conduct examination for the appointment of 'Amin' in the state, who help in carrying out land measurements.

A person having 10+2 or equivalent qualification from the State Board would have to appear for a written examination to get selected for the post of 'Amin', Pandey said, adding they would be trained before appointment.
