"The special category status is the right of Bihar and the state and its people will continue to agitate to press for a fair and justified demand," he told reporters.

Kumar said that the state government had studied the Inter-Ministerial Group (IMG) report obtained under the RTI and its finding before rejection of Bihar's demand for according special status.

"We have urged the Prime Minister Manmohan Singh to set up an experts committee to re-visit the special status demand," he said, adding that he had requested the Union Rural Development Minister Jairam Ramesh to articulate Bihar's case for special status.

Bihar fulfilled all the criteria other than not being a hilly region to fit the bill for special status, he said adding that the per capita investment and industrial development was an abysmal low. A number of respected economists have also backed the demand.

Kumar said that all those states which fulfiled the criteria for special status should be accorded it.
