At a press conference here, Balnatah who won represented Rohroo, the bastion of PCC chief Virbhadra Singh, said all the policies of the government were motivated.
Rubbishing the government's claim that the state had been made an education hub, he said the fact was that the state has become a "hub of education mafia".
Alleging that Chief Minister P K Dhumal was surrounded by sycophants, Balnatah rued that dedicated party workers had been completely marginalised.
When asked whether he was planning to quit the party, he replied in the negative saying that he had no such plans.
