Former Chief Minister Harish Rawat's media advisor Surendra Kumar today alleged that the change in Uttarakhand's excise policy soon after the imposition of President's rule was done at the behest of the party and meant to benefit the liquor syndicate.

It seems the liquor policy was immediately changed after the imposition of President's rule as a reward for the liquor syndicate, he claimed.

Insisting that Rawat's excise policy was aimed to benefit the farmers, he said, "The sudden change of that policy after imposition of President's rule in the state would only benefit the liquor syndicate and harm the interests of horticulturists and farmers in the state."

Claiming that the decision was taken at the behest of the BJP whose nexus with the liquor syndicate is well known, he said the party was ruling by proxy in Uttarakhand.
