Bribe demanded from 6 out of 10 women: study

Bribe was demanded at least once from 66 per cent women during the last 12 months when they tried to avail public services, a study claimed here.

The ninth round of the CMS-India Corruption Study (CMS-ICS 2013) which specifically focussed on access of women to certain basic and essential public services also revealed that around 24 per cent women experienced the demand for bribe twice in same 12 months.

"Among those who were asked for a bribe, 66 per cent women shared that either she or any member of the family experienced the demand for a bribe at least once during the last 12 months, while another 24 per cent came across such situation twice," the study revealed.
 

In CMS-ICS 2013, more than half of the women (56 per cent) shared that they had experienced corruption in the last one year. In comparison, in 2008 study, the percentage of women who reported experiencing corruption in public services was around 44 per cent.

The study also found out that eight out of every ten households, who were asked to pay bribe, had no option and gave in to avail the desired public service.

The study focused on eight public services drinking water, electricity, PDS, public health, housing, municipal, police and Judiciary.

"Around five percent of the women informed that their families were denied services because they could not pay a bribe," the survey said.

The highest service denial rate was in Karnataka (8 per cent) and Madhya Pradesh (7 per cent) despite the Right to Public Services Act in place, the statement said.

The survey was carried out between April and September 2013 in Bihar, Chhattisgarh, Delhi, Karnataka, Madhya Pradesh, Maharashtra, Punjab and Rajasthan.

From each state, a sample of around 300 households was covered. From each selected household, an adult female member was interviewed, the statement said.

The study found that the state wise highest amount which was paid as bribe in any of the public services was Bihar (Rs 10000-Housing), Chhattisgarh (Rs 30000 for police verification for job), Delhi (Rs 10000 for police verification), Karnataka (Rs 10000 to police for removal of name as accused) and Maharashtra (Rs 400000 for job in police) amongst others.
