Cabinet approves rules to avoid land misutilisation by aided

The Haryana cabinet here today approved the formulation of the Haryana Voluntary State Education Service Rules 2017 for taking over the teaching and non-teaching staff in aided schools .

Rules related to responsibility of managements of aided schools and constitution of committees for grievance redressal have been included, an official release said.

These will protect the interests of students and their parents, thwart misutilisation of land and building by the schools' managements and ensure clearance of dues of employees prior to their appointment under the Rules, it said.

Grant-in-aid would not be payable to the aided schools in respect of the posts incumbent of which have been taken over under the Voluntary Education Service (VES), the release said.
 

"The mere taking over of employees in VES would not absolve the management of the responsibility to clear their pending dues. The employees taken over would have every right to claim their dues of their previous services," it said.

A Rs 1 lakh fine will be imposed on managements of aided schools for each minor violation, including use of land and buildings for non-educational purposes, after the staff is under the VES. In case of major violations, NOC and recognition would be withdrawn, the release said.

A district-level committee headed by the district education officer or the district elementary education officer will be formed, it said.

The committee will also have the block education officer or block elementary education officer and one representative of the aided schools concerned as members, the release said.
