He said a proposal to this effect had come during the last cabinet meeting.
"There was a debate in the previous meeting and there was a view that it is good IAS have been playing own part but it should not be at the cost of state services (KAS/KPS).
"At that time, it was decided that whenever there is a review of IAS cadre, there should be simultaneous review of the KAS cadre as well. Both these proposals were put up in the cabinet meeting today," he said.
Akhtar said there was again a very informal debate and the need was felt that the matter needs to be further deliberated upon.
"Mostly it happens at bureaucratic level but this time it was deliberated in the cabinet and all the cabinet members participated in the debate. There were number of suggestions, and finally a decision was taken that a cabinet sub-committee should be formed which will go into both the cases so that there should be no imbalance.
"To strike a balance, a cabinet sub committee was formed under the chairmanship of Deputy CM," he added.
