The CAG has rapped Haryana government for opening of private colleges without adequate infrastructure and no provision of regular inspection of them.
In its latest audit report, CAG said those seeking permission to open technical institutions and B.Ed colleges were required to submit online applications directly to the regional offices of All India Council of Technical Education (AICTE) and National Council for Teachers' Education (NCTE).
The state government/affiliating universities were required to forward their views within 15 days to AICTE and 75 days to NCTE from the date of receipt of applications, in the absence of which the Council would proceed for completion of approval process, report said.

"The approach of the Councils, coupled with improper scrutiny of applications/inspection reports and non-submission of comments by the state government/universities to the Councils resulted in opening of private colleges with inadequate infrastructure and other mandatory requirements," it said.
The Higher Education Department stated NCTE did not forward the proposals/applications to the government for offering viewpoints and NOCs were being issued by NCTE in "connivance" with the concerned affiliating universities, according to CAG.
It was further stated that the matter had been taken up thrice (2009, 2011 and 2014-15) at the level of state government with the Union Human Resource Development Ministry to direct NCTE not to open more B.Ed colleges.
The department said the government had taken up the matter with AICTE in 2011 not to further open technical colleges in the districts where saturation had reached.
After recognition/issue of NOC by the regulatory bodies/state government, the colleges are required to get itself affiliated with the university.
