Central Administrative Tribunal (CAT) has issued notices to the Centre and Haryana on a plea of controversial forest service official Sanjeev Chaturvedi, accusing the state government of "deliberately" denying him promotion despite meeting all the requirements.
"Issue notices to the respondents (Union of India and Haryana), returnable at an early date. List the case on August 24, 2015, before registrar for completion of pleadings," the tribunal's bench, presided by Justice Syed Rafat Alam, said.
In his complaint, Chaturvedi has claimed that while 28 of his batchmates have been promoted, his promotion was held back with the "malafide" intention to harass him, even though it was a routine process and he met all the requirements, including "completion of 13 years of qualifying service, consistent outstanding Annual Performance Appraisal Report for past five years, Vigilance clearance certificate" and availability of vacancy."

He claimed that he had given several representations in this regard, which were "deliberately and wilfully" denied by the state and his name was not even considered in the Agenda of the Departmental Promotion Committee held in January and June this year.
"This denial of the lawful service right of the applicant by the respondents is a part of victimizing actions unleashed on the applicant for past one year, because of exposing the corruption involving influential politicians and bureaucrats presently occupying important positions in the Central and state governments, during his tenure as CVO of AIIMS," the complaint alleged.
Chaturvedi, an Indian Forest Service Officer, was removed from his post of Chief Vigilance Officer of AIIMS in August last year by the Health Ministry.
This February, Delhi Chief Minister Arvind Kejriwal had urged the Centre to relieve him of his charge so that he could be posted to his office as Officer on Special Duty.
Union Ministry of Environment and Forests had then written to the Health Ministry seeking No Objection Certificate for Chaturvedi to facilitate his deputation to Kejriwal's office.
