It said monitoring cells should be set up at all bus and railway stations with the help of police to curb pimps from approaching vulnerable girls at these points.

The commission, which was asked by the government to study the reasons for a large number of girls and women going missing from Mysore, recommended making moral education mandatory for students. They also emphasised on the role of Information and Communication Technology to combat the menace of girls and women reported missing, kidnapped or trafficked.

The commission's study was submitted today to Deputy Chief Minister and Home Minister R Ashok by its Chairperson C Manjula and other members.

The study revealed that a large number of victims were teenagers or adolescents, especially school and college students.

It suggested addressing sexuality in this group, sensitising them on human rights of women and children and to start counselling cells at all schools and colleges to discuss the status of missing girls and human trafficking issues.

"There should be regular and constant vigil system in police stations towards the person and institutions involved in human trafficking, who run illegal and unregistered clubs, and homestays, to lure innocent girls and women," it said.

It demanded that the home department frame suitable rules and issue a circular to police officers and police stations to make it compulsory to list and parade criminals involved in all types of crime and illegal activities against women and girls.

Teleserials, especially those which have scenes inducing adolescents and girls to run away from the home should be censored, it said.

In Mysore city 1,612 girls and boys went missing since 2009 to 2011. Out of 1,612 missing 843 were girls.

Of this, 1,194 were traced and 418 remained untraced, the report said.
