Centre allocates more employees to Telangana

Andhra Pradesh government employees working in offices in Telangana state will continue to hold their posts and offices in the latter state, the Centre has said.

The Ministry of Personnel has come out with a series of directives to allocate a major chunk of Andhra Pradesh government employees to Telangana.

The central government directed that every person, who immediately before June 2, 2014 is holding or discharging duties of any post or office in connection with the affairs of the existing state of Andhra Pradesh in any area which on that day falls within one of the successor states shall be deemed to have been duly appointed to the post or office by the government in that successor state, the Ministry said.
 

The directive is not applicable to officers of all-India services--Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS).

The Ministry of Personnel has directed scores of employees of organised state cadres in respect of Heads of Departments' (like Agriculture, Horticulture, Fisheries, etc) to work in Telangana until further orders.

About 128 employees of Andhra Pradesh Legislative Secretariat have been allocated to Telangana. Officers of District and Subordinate Courts shall continue to work in Andhra Pradesh until further orders, it said in an order.

The Centre, however, clarified that the order shall not give any right on any person in respect of his final allocation. "The central government may finally allocate him to any of the successor states," the order said.

Telangana came into effect from today as country 29th state.

The Ministry has already provisionally allocated 44 officers of IAS belonging to Andhra Pradesh cadre to Telangana.

The final allocation of IAS, IPS and IFoS officers to Telangana will be decided after the Ministry of Personnel accepts recommendation of a committee in this regard.

The central government-appointed committee has in its preliminary report recommended 163 posts of IAS, 112 of IPS and 65 of IFoS officers for Telangana.

Of these posts, 114 posts of IAS officers, 78 of IPS and 46 of IFoS are kept in direct recruitment category, the report said.

At present, there are 284 IAS officers, 209 IPS and 136 IFoS officers working in Andhra Pradesh, according to central government data.
