Denouncing the Modi government for its handling of violent protests in the Kashmir Valley following the killing of Hizbul poster boy Burhan Wani, CPI(M) today said it should adopt a path of dialogue with "all shades of opinion" to resolve the Kashmir issue.

The party also criticised the security forces for allegedly failing to deal properly with the strong-pelting youths, saying the they were "behaving as if Kashmir is an occupied territory".

"The reality is that with a BJP-led government at the Centre and PDP-BJP government in Jammu and Kashmir, all avenues for a political process have been blocked.

"The Modi government must adopt a path of political dialogue with all shades of opinion in the state," former CPI(M) General Secretary Prakash Karat said in the editorial of the forthcoming issue of party mouthpiece 'People's Democracy'.

He said BJP "which does not even recognise the need for Article 370 in the Constitution" must realise that the complex problem of Jammu and Kashmir cannot be solved through the "narrow sectarian" vision of Hindutva.

The Centre should undertake confidence building measures by reducing security structures in the state particularly in civilian areas, he said.

The police and the paramilitary must be instructed on how to deal with civilian protests without using excessive force. The Centre should take steps so the people in Kashmir feel their aspirations and problems are being addressed in a meaningful way, Karat said.
