The Centre will introduce a Bill to create an Upper House in Assam Legislative Assembly during the Winter Session of Parliament.

In a release, Assam government today said the Union Minister for Law and Justice Kapil Sibal has told Chief Minister Tarun Gogoi about the decision to establish a Legislative Council (Upper House) in Assam Legislative Assembly.

"Sibal informed Gogoi that all the papers have been finalised and the Bill would be tabled for creation of an Upper House in the Assam Legislative Assembly in the Winter Session of Parliament," it added.

Assam Assembly has passed two resolutions for creation of an Upper House in 2005 and 2010.

Various sections, including political parties, have been demanding a two-tier legislature in the state for long time.

Assam had an Upper House from 1931 to 1938, which was abolished after Independence.
