Referring to the communal clashes in Jammu and Kashmir's Kishtwar district today, state Congress president Prof Saifuddin Soz said there would always be certain elements who take undue advantage of a situation to create tensions.
"People must realise that certain elements are waiting all the time to take undue advantage of a situation," Soz said in a statement tonight.
"I appeal to the people of Kishtwar to keep the interests of the people of J-K in view and maintain communal harmony and peace," he said.
The primary responsibility for maintaining peace rests with local leaders, Soz said, adding he was in touch with higher authorities both in New Delhi and at the state level over the situation following the clashes.
