The state government had been biased in carrying out developmental works, he told a rally in Berli Kalan village here.
Referring to Chief Minister Hooda's endeavour to develop Rohtak and Sonepat districts into educational hubs, the INLD chief said it was regrettable that the Post Graduate Regional Centre (Mirpur) here was not being upgraded into a university.
He alleged the Hooda government had been rocked by numerous scandals and the law and order had deteriorated in the state.
"(Bhupinder Singh) Hooda has no moral right to stay in office and should step down," Chautala said.
He alleged the people were disillusioned with the Congress rule in the state.
