The tanker overturned near the river in Ningqiang County in Shaanxi Province, leaving the driver and another person in the vehicle slightly injured. Some of the cinnamene also leaked into the river, state news agency Xinhua reported.
Downstream residents had been evacuated and told not to drink the water in the river, an official said.
